Some brigades may have to cope with particular instances where the inclusion of outboard motors would be inappropriate, not to say downright hazardous. Low head dams and weirs can be extremely dangerous examples, where bank controlled lining of the rescue craft or the more risky "live baiting" option are the only ways to reach the victim.
